Enterprise Program Management (EPM) III

(Apr 2012 – Jan 2021)

Continuing work performed on the predecessor contract, EPM II, MTC provided Systems Engineering and Technical Assistance (SETA) to the NSA as both a partner of a Joint Venture (the Acquisition Innovation Alliance) and as a subcontract to three large defense contractors – L3 Stratus/CACI, Boos Allen Hamilton, and SERCO.  Our Systems Engineers, Software Engineers, and Subject Matter Experts contributed to the full program lifecycle of multiple large, complex programs – from concept definition, through acquisition/development, to operations and sustainment.  Our engineers provided principle authorship of program documents, acquisition documents, and the full range of engineering artifacts.

C4ISR System Design and Development (SDD)

(Jan 2018 – Present)

MTC provided expert ELINT analysis, Verification and Validation, and Technical Writing services for the Maritime Domain Awareness mission (MDA) for the U.S. Naval Research Laboratory. Services directly enabled the development and shaping of architectures based on system requirements and performing design and development of new and existing capabilities.

Enterprise System Engineering and Architecture (ESEA) II/MIRROR

(Aug 2019 – Present)

MTC provided expert Systems Engineering and Program Management support to multiple Directorates across the National Security Agency.  We provided engineering leadership for several very large and complex acquisition programs critical to Agency operational missions. In more than one occasion, based on the customers recognition of our expertise and our ability to perform, MTC employees were assigned to technical leadership positions previously assigned to government employees and recognized as such in published program documentation. We have delivered on customer request to “bring rigor back” to engineering and programmatic processes.
